VELCO's Franklin County Line Upgrade Project proposed the upgrade of the K42 transmission line across Georgia, St. Albans, Swanton, and Highgate, VT. TJBA supported permitting efforts through community outreach, preparation of exhibits and digital media, and design of landscape mitigation.
Photographic Simulations
TJBA prepared photographic simulations to provide realistic representations of upgraded lines as seen from select viewpoints for use in public outreach and education about the project.
Landscape Mitigation
TJBA conducted GIS-based viewshed analysis to internally review and empirically design visual mitigation of proposed structures from public and private views using native plantings and landscaping.
3D Reference for Construction
While under construction, VELCO engineers and installation contractors used TJBA’s large-scale 3D model to reference structure locations, aid in planning construction logistics, and more.
Public Engagement
Our team supported VELCO’s community outreach and public engagement efforts by assisting in the facilitation of meetings, open houses, and information sessions throughout different stages of the permitting process. TJBA also prepared a website powered by the ArcGIS StoryMap feature that allowed the public to explore the proposed design and alignment in 3D on an interactive map, view simulations from selected viewpoints as they relate to real locations, and learn more about the project all in one place.
